A lifelong blue-collar Democrat, he represented Stockton, Tracy, and Mountain House in the California State Assembly, where he advanced legislation to expand economic development, improve healthcare access, enhance public safety, and support workforce readiness. Prior to his election to the Assembly, Villapudua served two terms on the San Joaquin County Board of Supervisors representing District 1. In this role, he worked diligently to deliver responsive government services, advance critical infrastructure projects, and advocate for neighborhood revitalization initiatives that improved the quality of life for residents. His leadership experience also includes serving as Chief Executive Officer of the San Joaquin County Hispanic Chamber of Commerce, where he successfully expanded business development programs, cultivated partnerships between the private and public sectors, and promoted entrepreneurship as a pathway to economic mobility. During his tenure in the Legislature, Villapudua was an active member of the bipartisan Problem Solvers Caucus and served as Chair of multiple legislative committees and subcommittees. In these roles, he built consensus on complex issues and worked to ensure that the needs of San Joaquin County were prioritized at the state level. Later raised in San Joaquin County, Edith’s work is deeply rooted in the communities she serves. She has built her career at the intersection of public service, politics, and business, earning a reputation for integrity, discretion, and results. Her professional background spans government, nonprofit leadership, real estate, public sector administration, and political consulting—giving her a well-rounded understanding of how policy decisions impact people, organizations, and local economies. Edith has worked closely with elected officials, city and county agencies, community organizations, and business leaders to advance initiatives, secure resources, and resolve complex issues. She previously served as a Deputy Public Guardian for San Joaquin County, an Assistant Real Property Agent for the County Public Works Department, and held multiple leadership roles within nonprofit and civic organizations. She is also owner of Villapudua Consulting Services, where she provided political consulting, immigration support, and bookkeeping services. In the political arena, Edith has successfully supported numerous local and regional campaigns, helping candidates earn key endorsements and build meaningful community connections. Her government relations work focuses on advocacy, stakeholder engagement, policy strategy, and coalition building—ensuring her clients’ voices are heard and their goals advanced. Edith currently serves as President of the Stockton Sister Cities Association and is an active member of Rotary Club of Stockton.
